Ina small band of about English colonists reached the coast near Chesapeake Bay. Ten were destroyed or severely damaged by war action, including Atlanta with an population of 9,Columbia, and Richmond with prewar populations of 8, and 37, respectivelyplus Charleston, much of which was destroyed in an accidental fire in A "Second Reconstruction", sparked by the Civil Rights Movementled to civil rights laws in and that ended segregation and re-opened the polls to blacks.
Virginians had set up a settlement in the northern part of Carolina about 10 years earlier. Two Confederate counter-offensives into Maryland and southern Pennsylvania failed to influence Federal elections as hoped. Plantation owners, realizing that emancipation would destroy their economic system, sometimes moved their slaves as far as possible out of reach of the Union Army.
Historians, however, agree that the lack of parties weakened the political system. Enforcement of the acts resulted in the jailing of "seditious" Democratic-Republican editors throughout the North and South, and prompted the adoption of the Kentucky and Virginia Resolutions of authored by Thomas Jefferson and James Madisonby the legislatures of those states.
The end of Reconstruction was a staggered process, and the period of Republican control ended at different times in different states. Sharecropping was a way for very poor farmers to earn a living from land owned by someone else.

The earliest colonists had to struggle to produce enough food to stay alive. Four years later, the peace bought with successive compromises finally came to an end. Railroad mileage was of course located mostly in rural areas. Large numbers of Union soldiers throughout the war were assigned to guard duty and, while always ready for action, seldom saw any fighting.
Lincoln formally began Reconstruction in late with his Ten percent planwhich went into operation in several states but which Radical Republicans opposed.
The Emancipation Proclamation was an executive order issued by Lincoln on January 1, The Republicans sought to prevent Southern politicians from "restoring the historic subordination of Negroes". They joined the Bourbon wing of the national Democratic Party. Richmond had the heritage and facilities to match those of Washington, but its proximity to the Union forced the CSA to spend most of its war-making capability to defend Richmond.
